The area near Fort Tejon hosted one of the most dense concentrations of Grizzly Bears in the Golden State, after Los Osos Valley. The area is still largely undeveloped and the habitat is presumably still in suitable condition. This crucial area would connect essential populations in area 1 to the north and 3 to the west. Several wildlife corridors under Interstate 5 would be a necessary component of this link. The bears would be allowed to colonize this area on their own from areas 1 and 3.

The Tehachapi Mountains are wild and undeveloped, and although this is private land, the California Grizzly has only been extinct here for 100 years. The Endangered Species Act makes such extinction illegal, and protects this animal, whether it be on public or private land.
