We really need a statewide approach to all the problems
stemming from sprawl and growth. The cumulative impacts need to be considered on
a statewide scale. We need a governor to issue an executive order immediately
prohibiting subdivisions in the following cases:
In addition, all new construction must be energy and water neutral. It must meet its own energy needs (e.g. with rooftop solar panels) and water needs (developer must pay for water conservation improvements elsewhere in the service area equal to the amount needed for the new construction).
This is what we need right now. If we don't do something this big quickly, our state is doomed to much worse problems in the future. We need to stop the madness now and make our state livable again. Truly live up to the intent of the California Environmental Quality Act.
