Stop Subdivisions

We really need a statewide approach to all the problems stemming from sprawl and growth. The cumulative impacts need to be considered on a statewide scale. We need a governor to issue an executive order immediately prohibiting subdivisions in the following cases:

In air basins where air quality does not meet standards
In watersheds where water quality does not meet standards
In floodplains, wetlands, below sea level, and on lands that were sovereign at the time of statehood.
In earthquake fault zones
In areas with traffic congestion
In areas with rising crime rates or rates higher than the state average
In districts with overcrowded schools
In areas with declining or low water tables
In service areas where water is imported from over 100 miles away
On prime agricultural lands (with exceptions for sustainable farm sized parcels where farming will continue)
In endangered species habitat

In addition, all new construction must be energy and water neutral. It must meet its own energy needs (e.g. with rooftop solar panels) and water needs (developer must pay for water conservation improvements elsewhere in the service area equal to the amount needed for the new construction).

This is what we need right now. If we don't do something this big quickly, our state is doomed to much worse problems in the future. We need to stop the madness now and make our state livable again. Truly live up to the intent of the California Environmental Quality Act.
